I.      Call to Order:

a)    Chairman Mike Taborski called the meeting to order at 8:00 a.m. with Vice-Chairman Johnny Mansell, Treasurer Andrew Ryback, Fire Chief Frank Carey, and Administrative Secretary Karrie White in attendance.

Public Comment:  None

 II.      Approval of August 16, 2024, Meeting Minutes:

a)     Chairman Taborski asked if the minutes were reviewed by the board members; aye Treasurer Ryback made a motion to approve the minutes with Vice-Chairman Mansell seconding the motion, motion was approved.

III.  Financial Committee Report: Treasurer Ryback

a)    Ryback: Karrie has provided us with the various accounts, and US Bank details we have $2.4 million in cash. The operating account is down $8k as of this month's end, we need to make a transfer of funds into the checking account of $50,000.00.

What is $666.00 for AVCSD. Karrie said it was the combined four 4 accounts water district. Ryback asked if Karrie could put a description on the deposits for the money market account and CDs. Karrie said yes she would look into it.

b)   Ryback: Ryback made a motion to transfer funds of $50,000.00 from the money market account to the checking (operating) account Mansell seconded the motion, motion carried.

IV.  Committee Business, Discussion, and Actions:

1)    Discussion and possible actions on the Policy and Procedure Manual

 Karrie reported there were no new updates at this time.

V.  Fire Chief Report: Frank Carey:

a)    We had a total of 40 calls for the month: 33 EMS, 7 fire, and 1 mutual aid, with an average firefighter call attendance of 4.1.

b)    The Northern Sierra Air Quality Management District has changed the 318 rule to where you can now legally burn inside the designated no-burn zones of Quincy and East Quincy. You will need two permits, a Cal-Fire permit, and a Northern Sierra Air Quality Management permit, and it must be a permissible burn day. They will be sending out pamphlets to the community.

c)    Tariff Fuego Resources Foundation is doing prescribed burn piles locally, in the fall they will be in the Boyles Ravine area I endorsed their flyers as a good project for the community. On October 15, 2024, at the West End Theater, the Resource Foundation will have a public community meeting.

d)    Assistant Chief Dale Ready and Chopper (Marten Munoz) are in LA finishing up the S-215 wildland classes that will qualify both of them to be Engine Boss which is going to help run our OES engine to go out on fires. Unless you have all qualified firefighters OES does not let engines go out.

e)    On September 17, 2024, I am doing a presentation at the Feather River College. They have 4 guest speakers doing different segments of the jobs they do, and I am doing Emergency Services as a recruiting opportunity.

f)    The Indian Valley Fire Chief Jim Hamlin passed away recently they are having a big memorial service on September 28, 2024, and we are sending over an engine, and ladder truck for the flag in Indian Valley.

g)    I have been taking ladder truck 8161 out to the home football games dropping the flag for the national anthem.

h)    We are working on Charlie Reads memorial which is on November 16, 2024. We are sending an engine and ladder truck this will be held at the Plumas County Fairgrounds.

i)    The equipment raffle ticket sales are going well which is set for October 26, 2024, being held at the Plumas County Fairgrounds.

j)    The Fire Chiefs Association meeting coming up on October 1, 2024, I am hopeful we’ll get full attendance for that.

k)    Chad Hermann from the Plumas County Sheriff's Department sent me an e-mail asking for all the fire departments in the County for an endorsement regarding the ballot proposal for Measure D. This is a three-quarter cent transaction on sales tax the local businesses will have to collect and pay.

If the measure passes twenty percent of the funds can be spent on but not limited to law enforcement, fire departments, or critical infrastructure, technology, and equipment related to public safety. There is a civilian oversight committee representing and corresponding with our five supervising district representatives. This allows for some oversight by the citizens.

I responded to Chand Hermann that at this time I am unable to lend Quincy Fire’s support until I have more information on Measure D and inform my commissioners regarding their request.

VI.   Fire Chief Carey Fire Drills:

a)    On 9/3/24:  Officer’s meeting to go over monthly training, corporate financials and upcoming events.

b)    On 9/10/24: Fire drill, drivers training out at the airport

c)     On 9/17/24: Rescue drill, medical skills, and ambulance familiarization training

d)  On 9/24/24: Fire drill: Propane bobtail and propane school bus training,

VII.   Fire Chief Inspection Report: Fire Chief Carey

a)  No updates at this time

 VIII.  Other District Business, Discussion, and Actions:

1)  Fire Station 2 replacement: Chief Carey

a)  We have sent specs off to Jon Nissley Frontier Builders out of Janesville who did our ladder truck bay. Taborski suggested Chief send the plans to General Steel and see what they would charge. Mansell asked if there is a local company we could put together, we have reached out to a few locals and have not heard back.

2)  Discussion, and possible action regarding the progress of the LaPorte facility project:

 d)    Chief Frank and Mansell said I have not had any more correspondence since the last meeting.

2)   Discussion, and possible actions regarding Resolution 2024-0912-1 VFC 50/50 grant.

 a)   Taborski asked Karrie about the resolution put before the board for approval, Karrie said this is the VFC (Volunteer Fire Capacity) AFG (Assistance Fire Grant) which is known as the 50/50 grant.

Chief Frank said he put in for this year's grant and it was accepted for the amount of $5,762.83. This will give us a total of $11,525.66 in funds to purchase wildland gear.

Chief Frank said they sent back what we could get and could not get, in the list of gear I submitted, one was chainsaws for the rigs it was not accepted which we needed. With the amount approved, I think quite a few applied for the grant.

Taborski entertained a motion to pass a roll call vote for Resolution 2024-0912-1 VFC 50/50 Grant.

The foregoing resolution was duly passed and adopted by the Board of Directors of the Quincy Fire Protection District, at a regular meeting thereof, held on the 12 day of September 2024 by the following vote:

AYES: Taborski, Mansell, Ryback

NAYS: None

ABSENT: None

Chairman Taborski entertained a motion to adjourn into a closed session Treasurer Ryback made the motion with Vice-Chairman Mansell seconding the motion, the motion was approved.

VIII. Closed Session:

 a) Annual wage increase:

b)   Closed session pursuant to Government Section 54957 – Public Employee Performance Evaluation – Fire chief

Adjournment to closed session at 8:23 a.m.

Action taken, Board members discussed the employee performance evaluation, as of September 2024, to increase the Chief's wages from $65k to $71k with no vehicle gas allowance effective September 20, 2024.

The meeting was adjourned by Chairman Taborski at 9:00 a.m.
